Defining LegCo in Hong Kong: A 30-Second Overview.

The Hong Kong Special Administrative Region's LegCo functions as a law-making body with the mandate to enact and revise laws for the territory. Nonetheless, elections for this assembly have experienced a notable absence in genuine political alternatives against a backdrop of sweeping systemic changes in the past few years.

Subsequent to the 1997 handover, a model of a dual-system arrangement was put in place, vowing that Hong Kong would retain a measure of self-governance. Over time, observers note that these freedoms have been systematically curtailed.

Major Events and Reforms

Back in 2014, legislation was put forward that would have allow residents to choose the Chief Executive. Notably, this process was confined to contenders sanctioned by the mainland government.

In 2019 was marked by extensive demonstrations, which featured an incident where protesters entered the government building to demonstrate against a contentious legal amendment.

The Effect of the NSL

Implemented in mid-2020, the National Security Law handed new legal tools to Beijing over Hong Kong's internal matters. Activities such as secession were criminalized. Following this law, the primary political group dissolved.

Today's Electoral Framework

Elections for the legislature are viewed as Hong Kong's main democratic event. However, laws established in 2021 now stipulate that only individuals deemed "patriots" are eligible to contest seats.

  • Seat Composition: Currently, only 20 out of 90 seats are filled by public ballot.
  • Other Positions: The rest are chosen by a government-aligned body.
  • Proposed Standards: Additionally proposed standards would mandate legislators to unequivocally back central authority.

Electoral Turnout

Given other means of expression now criminalized, abstaining from voting has become one of the remaining peaceful ways for residents to show disapproval. This has led to unprecedentedly low voter turnout in recent LegCo elections.
